Specifics of Social and Labor Relations in the Sphere of Municipal Services

The ongoing developments, the expanding digitalization of social and economic life, are changing not only labor, which is the most important economic and administrative resource and fundamental social institution, but also the system of social and labor relations. At the same time, a theoretical understanding of such terms as “labor relations”, “social and labor relations”, as well as their interpretation at the level of local territorial entities, where, in fact, the whole complex of social and labor relations starts, is still required. This paper analyzes both the interpretations of the terms “labor relations”, “social and labor relations” found in the literature, and the main features of the municipality within the meaning of the
current Russian legislation. As a result of the analysis, the authors’ interpretation of the term "social and labor relations" as the interaction and interdependence of the subjects of these relations, which are formed and developed at the objective and subjective levels in the process of labor activity regarding its socio-economic target content, including its results, affecting the conditions of this activity and promoting or preventing the self-realization of the employee, the application of acquired professional, organizational, moral and its other abilities, concentrated in the ideas of human capital. It is also proposed to consider a municipal entity as a political form of the municipal community organization, created as a result of a local self-government system formation by this community to solve the issues of local importance and having a number of basic features. As a part of the issues raised discussion it is proposed to consider the municipal entity as a certain socio-economic space and a certain vision of the social and labor relations system at the municipal level.
