Abstract

Anticorruption measures in public and municipal service is an important and relevant trend in both Russian and Asia Pacific public policies, a successful realization of which has allowed some Asia Pacific countries to gain significant economic results. Anti corruption measures in the Russian Federation in general are identical to those applied overseas. Both the anti corruption legislation and the legal practice are being modified, however some drawbacks still exist. All legal norms which define public service stipulate “dismissal due to loss of confidence”, the most severe punishment for crimes connected with corruption. However, real negative consequences of such dismissal, i.e. the impossibility to continue official posts, are not defined directly in any kind of public service. The paper analyses the issue of protecting the informants’ interests (the people informing public authorities of any corruption facts) and studies the experience of the RF and the Republic of Korea. As a drawback of the anti corruption legislation the authors note different specification of the public officials’ anti corruption duties. The paper raises the question about applying in Russia the experience of some countries in identifying the property and income which are not to be reflected in obligatory income reports of the public officials.
