The paper describes the problems of the maritime transport and industrial complex of the country that have accumulated over the past 30 years: these are the aging of ships, the lack of a modern technological base for the restoration of worn parts and the manufacture of spare parts (SPP) of ship equipment, there are no departmental scientific institutes to ensure a technological breakthrough and solving emerging problems. The problem is exacerbated by the fact that for ships and marine equipment, the share of the cost of foreign components in the structure of the cost of ship equipment for the civil sector ranges from 40 to 85%. The personnel problem has become serious, caused by the lack of professional competencies in the areas of ship repair, restoration of worn parts and the manufacture of spare parts, which significantly reduces the efficiency of ship repair.
The government has developed a program to build more than 2,000 ships and marine equipment by 2035, for the repair and technical operation of which it is necessary to create a production facility for the manufacture of spare parts and the restoration of large-sized expensive parts.
The solution of these problems requires the participation of the state and targeted financing of programs for the modernization of the material and technical base of ship repair enterprises, the creation of innovation and technology centers that ensure the development of promising technologies for the restoration and manufacture of spare parts.
