Abstract

The modern stage in the development of civilization requires the creation of conditions for protection from natural and manmade influences. The provision of cities with a population more than 1 million people with protective structures has been studied. Assessment of the level of the population protection from external damaging factors is possible taking into account the principle of zoning of urban areas, identifying underground structures for population protection. The method was developed for evaluation its technical state and methods of increasing its protective properties corresponding to requirements of Ministry of Civil Defense, Emergencies and Disaster Relief of the Russian Federation. Taking into account the collection radius, a schematic diagram of the location of underground shelters in the city was developed. The imposition of this scheme in compliance with the scale on the city plan allows one to preliminarily assess the degree of readiness of the settlement for the protection of the population.
