The article analyses the regulatory legislative framework in conservation planning, provides an overview of the main strands of planning in the protection of the ‘Famous Historical and Cultural City of Guangzhou’, and covers the morphological characteristics of the traditional urban fabric in Xiguan, Guangzhou, which are a symbol of the city's history. It summarizes a number of principles for cultural heritage protection and stimulates the vitality of traditional blocks and streets, aimed at implementing the UNESCO Recommendation on Historic Urban Landscapes (2011) and the Washington Charter (1987) ICOMOS.
