Analysis of abnormal function of the ergatic element in case of breakdowns of onboard technical equipment

The work is devoted to accidents during commercial navigation in the area of responsibility of the Far Eastern Department of State Maritime Supervision. Based on materials about marine accidents in the Far Eastern region, the authors investigate the prerequisites for onboard technical equipment failures. Analysis of archival data hroughout 2011–2019 shows that the ergatic element plays a significant role in the safety of navigation. A retrospective review of the abnormal functioning of the specified element allows to establish standards of competence, deviation from which led to accidents. To assess the human factor that makes up the ergatic element, a functional-level approach is used to identify the weakest link in the chain of technical means management. Non-compliance with Maritime legislation, which led to the breakdown of mechanisms, is measured in days of downtime of the vessel. The study confirmed the effectiveness of improving the safety of navigation through legal response.
