The formation of city self-government in Vladivostok in the early 1990s: analysis of reform projects and their implementation

Abstract

The article analyzes the proposals of the Vladivostok City Council of People's Deputies on the formation of institutions of local self-government in the period 1990–1991, including territorial public self-government. On the basis of archival materials, projects for the creation of new city bodies of representative and executive power, plans for the establishment of the post of mayor of Vladivostok and the organization of citywide elections have been studied. The reasons that thwarted the implementation of the proposed model of urban self-government are identified.
