Abstract

The article, based on the case-study method, reveals the difficulties of the formation of local self-government in the 1990s in the Southern Kuril Islands as an area of the extreme Russian periphery. The main attention is paid to the activities of the mayor and his relationship with government structures. The insufficiency of socio-economic opportunities of the district in the full provision of self-government functions, low readiness of the local community for this, weak elaboration of the regulatory framework are revealed.
