Local self-government in the Far East in the 1990s – 2020s: from the democratizationof Councils to the municipal segment of the vertical of power

Based on the materials of the Far East, specific analytical tasks were solved: the real process of development of local self-government as the basis of grassroots democracy in Russia was revealed, the personnel policy in relation to municipalities was analyzed. The internal problems of the functioning of the Soviets in the region in 1991–1993, before their departure from the historical arena, were established. The conclusion is substantiated that one of the problems of the Far East in the 1990s was the deepening detachment of the majority of citizens from real self-government. It is shown that behind the facade of reforming the system of self-government bodies in Russia, there was often a task of practical solution of the political tasks of the Center in relation to the regions.
