Abstract

The article is devoted to possibilities of developing "soft power" of Russian regions in view of changing international environment and foreign policy of Russia. The "regions" mean local governments in cooperation with nongovernmental organizations, universities and businesses. It is mentioned that in conditions of pandemics and mobility restrictions the increasing role was played by internationalization at home, especially at universities, as this type of internationalization requires more internal resources. It is concluded that internationalization at home is beneficial for developing cultural intelligence for every person in the region, that, in its turn, positively affects attractiveness of the region in view of recent border opening.
