Municipal Management: Basics of Terminological Description

With the introduction of amendments and additions to the Constitution of the country, the term “municipal entity” has been enshrined in the Constitution and at the same time, in a meaningful way, the relevant literature has not developed its full interpretation. It seems, however, that the term provides a framework for terminology that can be used to describe such political, socio-economic and historical issues in a consistent manner. The cultural phenomenon of local selfgovernment as a whole and contribute both to the development of the theory of municipal management itself and the general theory of territorial management for their sustainable socio-economic development. The article attempts to present a municipal entity as a political form of organization of the life of the municipal community, which is the result of the activity of one type of public authority — the municipal authority, it deals with matters of local importance in accordance with the Constitution, the legislation in force and, where necessary, coercive measures. Based on this interpretation, a system of such terms as “municipal body”, “municipal authority” and “municipal management body”, “municipal management”, “municipal policy” and “municipal democracy” and a number of others is presented.
