Abstract

In the article the authors analyzed the experience of creating special economic zones in the China, United Arab Emirates and the Russian Federation. The authors gave a brief chronology of previous economic
events, indicated the prerequisites for achieving the set goals. The role of the customs service was regarded in the form of customs reforms, corresponding to the challenges of time period in the functioning of the special economic zone. In each case, the authors made assumptions that ultimately led the free economic zone to a positive or negative result.
