System-Hierarchical Approach to Studying the Transport Complex of the Region: Methodology and practical Approval for the Far East

The paper presents a system-hierarchical approach
to the study of the transport complex at the regional
level. It is proposed to consider the transport development and functioning within the framework of
solving local, national and sub-global challenges.
The proposed methodological approach was tested
in the Far East. During the period of the macro-region transport complex development three periods
of alternating the national and local challenges
were identified. Since the beginning of the Far East economic development, the transport has developed to fulfill the national challenges
such as the development of the territory, the resettlement of people from the western
regions, the defense-strategic goals, and access to the foreign markets. Then the most
important was the development of transport for the needs of the economy and for the
population of the region. At the present stage the main vector of the Far East
transport complex development is aimed at maintaining the national objectives: servicing foreign trade interactions with the Northeast Asia countries.
