The Impact of the Control Burden on Residents of Preferential Treatment in the Far Eastern Federal District: The Experience of the Survey

Abstract

The article presents the results of a survey conducted in March-April of this year in the form of a survey of more than 500 residents of the territories of advanced development and the Free Port of Vladivostok, who are implementing their projects in the Far Eastern Federal District. The main objective of the survey was to assess the dynamics of administrative pressure from the supervisory authorities and the impact of inspections on the implementation of planned investment projects in the context of the entry into force of the Decree of the Government of the Russian Federation dated 05.29.2024 No. 698 on the moratorium on inspections of residents of preferential regimes.
The conducted survey of residents allowed us to conclude that, despite the effect of regulatory acts restricting control activities, the level of administrative pressure on resident entrepreneurs and the need for further improvement of deregulation mechanisms.
The directions of increasing the effectiveness of the implementation of preferential regimes from the perspective of the task of reducing the level of administrative pressure are determined.
