Abstract

In conditions of instability, trust in state institutions is a key legitimation factor and a power resource necessary for effective public administration. The continuous change and complication of the digital environment leads to the fact that the conditions for interaction between the state and the population are constantly changing, which leads to the formation of public consent and affects the trust in state institutions.

Taking into account the specific features of the digital environment, a number of threats to the formation and maintenance of trust in state institutions have been identified: content threats include fakes, disinformation, the “white noise” effect; cognitive threats are associated with the perception of the digital environment and information; manipulative threats are ways of covert influence on the formation of political beliefs and, as a consequence, trust, for example, manipulation of digital environment algorithms, simulacra, etc.
