CLASSIFICATION OF TYPES OF CRIMINOLOGICAL PLANNING IN THE SUBJECT OF THE RUSSIAN FEDERATION: HISTORICAL AND PRACTICAL ASPECTS

Abstract

In the article the author analyzes the process of evolution in domestic criminology of views on the classification of territorial features of crime. It is proposed to distinguish the types of regional criminological planning depending on the level of security observed in a particular subject of the Russian Federation, based on a comprehensive study of the state of socio-economic parameters of the region and the territorial specifics of crime, taking into account the main criminological factors. Based on the results of the analysis of aggregate indicators, the author has divided the subjects of Russia by the level of security into five groups, which differ in similar values of the characteristics under consideration: critical, high-risk, problematic, stable, relatively safe. In relation to each group of subjects of Russia, recommendations are outlined for the definition and implementation of specific measures (directions) within the framework of regional criminological planning designed to achieve a higher level of security of citizens. The article substantiates the need to determine the specified typology of the subjects of the Russian Federation, which is important for an in-depth and thorough study of criminogenic factors of crime caused by local conditions. As a result, it becomes possible to establish the characteristic features of criminal activity in a particular territory, as well as to understand the patterns of formation of the regional criminological situation.
