Abstract

The modern state of Russian crude oil exports was analyzed by the authors basing on the data presented by the Federal Customs Service of Russia for 2017–2020 years. The crude oil export is important for filling the budget of Russian Federation. The year 2020 brought us the crisis caused by the pandemic and the negotiations on OPEC+ declaration. Due to these factors, the volume of exported crude oil and the price of Russian crude oil on the international market went down. The customs payments still hold the key role in filling the federal budget. The authors assessed the current practice of collecting customs duties and customs fees on the crude oil exported from the territory of Russian Federation was researched. According to the Russian legislation, the rate of exporting customs duties depends on the prices of Russian crude oil on the international market; and the Ministry of Economic Development of Russian Federation publishes the appropriate informative documents with up-to-date exporting customs duties monthly. The rates of customs fees were also changed in 2020 due to the new Decree of the Government. Dynamics of changes in the rates of exporting customs duties on the crude oil in Russia, dynamics of changes in the volume of paid customs duties and customs fees on exported crude oil in Russia, the economic effect of exemptions on the exporting customs duties on the crude oil, and the role of the customs fees paid for exported crude oil in filling the federal budget are presented in this article. The estimation of current practice of collecting customs payments on the crude oil exported from the territory of Russian Federation was conducted. The results of the research that are presented in the article could be useful for students, scientists and other researchers of the oil export and federal budget revenue of the Russian Federation.
