Migration policy of the Russian Federation as a threat to the migration flow from China

Abstract

The migration policy of the Russian Federation has evolved over the past decades, since the formation of the state in response to changing political, economic and sociocultural conditions. However, this evolution has still not brought the Russian legislation and management system in the field of migration to a single and integral structure without gaps and contradictions, obeying a single logic, goal, strategy. Despite the fact that Russia's demographic indicators do not meet the needs of the economy for labor and cannot ensure the implementation of plans for the development of the economy and infrastructure of the most remote and least developed regions, namely, the regions of the Far East and Siberia, Russian government authorities neglect tools for attracting foreign labor and the formation of an active stimulating foreign migration policy. In addition, in the context of this study, one of the most important problems is the Russian legislation in the field of migration, the lack of a unified structure of legislative acts regulating and structuring the attraction of foreign labor to promote economic growth and development of the state. The relevance of the study is explained by Russia's inability to meet the labor needs of the economies of the Far East and Siberia, which necessitates the use of mechanisms to attract foreign labor from China, as this is facilitated by the territorial factor, the interest of Chinese citizens in the prospect of employment in Russia and the mutual benefit for both sides from migration processes.
